Veracity of Pakistan Engineering Council challenged by citizen

KARACHI: With reference to frequent load shedding of gas & electricity all over the country in residential, commercial, and industrial sectors especially in Karachi being the biggest city in the country, Pakistan Engineering Council (PEC) has been questioned about the veracity of its functionality.
Aneel Mumtaz, an activist in this field has inquired the PEC whether the NEPRA (National Electric Power Regulatory Authority) which was established in 1997 under the Act of 1975 has been ever checked by PEC or issued any license by the Council. Did PEC ever register the office bearer engineers of NEPRA and got them examined since they were serving as public employees on very sensitive posts. Similarly, did they ever examine the capabilities of electrical engineers holding vital posts in K-Electric Limited, eleven Discos, and many transmission companies working all over the country? It may be mentioned here that engineers belonging to NEPRA are working as operators, constructors, and regulators of a public organization that is responsible for providing regular power supplies to more than 36.5951 million consumers all over the country. The four incumbent office bearers of NEPRA are namely; Tauseef H. Farooqi Chairman, Mathar Niaz Rana, Engr. Maqsood Anwar Khan and Rafique Ahmed Shaikh (Members). These NEPRA Board members have issued licenses to K-Electric Company and other Discos, while their own licenses are yet to be verified under the laws.
PEC is also asked whether it has issued any license to K-Electric Company or not, did they register the professional engineers already working in K-Electric Company and examined them from time to time under the rules. Universal Declaration of Human Rights (UDHR) Article 07 says that: All are equal before the law and are entitled without any discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.
Aneel Mumtaz disclosed that since the website of the Pakistan Engineering Council does not have detail about the “Public Information Officer” that’s why he is asking for the above information under the Information Act 2017 and Article 19-A of the Constitution.
