Karachi: Following Sindh High Court (SHC)’s orders for strict action and restraining from registration documents of portions and without completion/approval layout and building plans of Sindh Building Control Authority (SBCA) as required under section-18G (II) Sindh Control Ordinance 1979 and relevant laws, it is not possible now that illegal construction will thrive in Karachi and elsewhere in Sindh province.

Now it becomes much difficult for land and builder mafia to construct high rise, poor structures and portions without seeking approval of SBCA and all relevant concerned authoroties.

Even it is next to impossible, officials of SBCA can dare to indulge in malpractice to providing NOC to builders without going through line and length of prescribed and described by laws or crossing lines of laws of entity. It is good omen that SHC order if espoused, illegal and poor construction will be discouraged whilst land grabbing for illegal construction will also be downcast and tantamount to criminal action sans any nepotism.

Members of builders and developers association, magnates of construction industry appreciating SHC order are of the view that entire construction sector will be purged from black sheeps. They said SHC order will bring transparency in documentation process with SBCA and on other hand only genuine builders and developers will remain in field. The documented sector will get benefits of it while national exchequer will collect more taxes besides genuine stakeholders in construction business work without any fear, they opined.

Talking to this scribe, Dr Asim Hussain a senior leader of Pakistan Peoples’ Party and former Petroleum Minister said after SHC orders, SBCA will also improve process of NOC and no any ambiguity will be left approving layout and building plans for good.

Dr Asim while praising the Sindh High Court order said that in light of SHC orders the menace of illegal constructions of portions, buildings without any plans and NOCs by SBCA will be nipped into bud and only certified and genuine stakeholders will come out. He said there should not be any construction without approval of layouts and building plans by SBCA and that all illegal constructions in city would be dealt with iron hands.

In this connection, Sindh High Court vide orders passed in different Construction Professional Services has restrained from registering .documents of portions and without completion/approved layout and building plans of SBC, another authorities as required under section-18-G (II) SBCA Ordinance 1979 and relevant laws.

Moreover, Registration Act/Rules also restrain from registering document without NOCs from concerned land owning department/authorities.
