Sexual, gender-based violence: TWG meets discuss PMF

KARACHI: Legal Aid Society (LAS) moderated a Technical Working Group (TWG) meeting on Performance Management Framework (PMF) that pertains to implementation, strengthening, and analysis of performance management systems across government departments. 

TWG has been notified as per recommendations of Multi Sectoral-Coordination Committee (MSCC) under chairmanship of Sindh Chief Secretary and is working to strengthen state's response to Sexual and Gender-Based Violence (SGBV) in province through a roadmap proposed in Sexual Violence Response Framework (SVRF) 2020-2024. Recommendations from this TWG will be used to inform evidence-based policy decisions.

Associate Director LAS reported that Sindh Police Department has a data management system called Police Station Record Management System (PSRMS) which regularly collects data from stage of FIR up until 173 challan is submitted in court. 

Maliha suggested implementation of PMF through "development of process-level and high-level indicators for assessment of overall performance of SSOIUs." Qualitative analysis to identify areas of improvement can be conducted to enhance SSOIUs' performance by reviewing a sample of case files." Initiative is being implemented with support of United Nations Population Fund (UNFPA) under Sehatmand Khandaan Project supported by Global Affairs Canada and is being operationalised through technical support of Legal Aid Society and Pathfinders International.
