ISLAMABAD: Supreme Court (SC) has ordered to immediately implement laws related to release of prisoners on probation. Details of orders in this regard have been issued through court’s decision. 5-page decision authored by Justice Athar Minallah has been issued. Court ordered that Prime Minister and Chief Minister should ensure laws regarding release on probation are activated.
Court ordered federal and provincial governments to ensure release of all persons entitled to probation. Court remarked brazen human rights violation are being committed in jails. It has become next to impossible to provide human rights due to presence of prisoners in jails beyond their capacity. Majority of inmates of jails who are suffering from lack of facilities are poor persons. State too is not playing role to provide inexpensive and early justice to poor people.
Criminal system permits exploitation of weak segments of society at hands of influential persons and non-administration of justice. Such miserable condition of jails in societies running under Constitution is intolerable.
It is responsibility of state to safeguard basic rights of every prisoner.
