Registrar Cooperative Societies misappropriates Rs.3 million from Karimabad Society

KARACHI: The Office of the Sindh Registrar Cooperative Societies, Karachi has become a den of corruption, mismanagement and plundering of public money. It was disclosed by informed sources by claiming that a bribe of more than rupees three (3) million was received from the incumbent managing committee of Karimabad Ismailia Multipurpose Cooperative Society Ltd., Karachi just for restoring its Secretary Imran Arwan and his colleagues after issuing an order of appointing Administer by superseding the managing committee and cancelling it. 

The story begins with Zameer Ahmed Abbasi, former Registrar, Cooperative Societies, Sindh who being an employee of Grade-18 had illegally occupied the post of Registrar in Grade-19 on 5th March 2024, and was removed on 22nd May 2024 by the order of Sindh High Court.  

The same Zameer Ahmed Abbasi issued an order dated 26-3-2024 that the affairs of the Karimabad Ismailia Multipurpose Cooperative Society Ltd., Karachi were not being managed in accordance with provisions of registered Bye-Laws of the society, Cooperative Societies Act 2020 and Cooperative Societies Rules 2020. 

Therefore in exercise of powers vested in me under Rule 54 (1) of the Cooperative Societies Rules 2020, I, Zameer Ahmed Abbasi, Registrar, Cooperative Societies, Sindh do hereby supersede the Karimabad Ismailia Multipurpose Cooperative Society Ltd., Karachi with immediate effect and appoint Mr. Shahmir Khan Qazi S/o Shah Muhammad Qazi, CNIC No. 45302-8802394-3 as its Administrator to run the affairs of the society for a period of two years from the date of this order. He shall exercise all the powers of the managing committee in accordance with the provisions of registered Bye-Laws of the society, Cooperative Societies Act 2020 and Cooperative Societies Rules 2020. He is further directed to hold detailed and comprehensive enquiry into the affairs of the society w.e.f. 09-05-2023 to till today by providing opportunities to all concerned.

The sources disclosed that Shahmir Khan Qazi took over the charge as Administer of KIMCSL for few days and made a deal with Hon. Secretary Imran Arwan for which they drew a cash payment of Rs.3 million and misappropriated from committee’s bank account and the Administrator Shahmir Khan Qazi was called back by Registrar without stating any reason. Since then the unscrupulous elements of KIMCSL were ruling without fear of any accountability and being caught red-handed, the sources added. 

According to Zameer Ahmed Abbasi the election of President and members of the managing committee were conducted on 7-05-2023 and the newly elected managing committee took over the charge on 9-05-2023. Millions of rupees are being spent for construction of the Project but the details of project were not provided to the cooperative department. In this regard various complaints had been received by the department.
