Registrar Cooperative Societies holds illegal election of Karimabad Society

KARACHI: Registrar Cooperative Societies Sindh conducted Elections of Karimabad Society in year 2023 and again on May 26, 2024, without any trace or results of ban imposed by NAB authorities after registration of cases against alleged corruption and misappropriation by its members, according to informed sources.

Letter addressed to Deputy Commissioner Central Office North Nazimabad, Buffer zone, on January 26, 2018 was signed by Additional Director (Staff) for Director General (Muhammad Amir Butt). It was Caution on Property u/s 23 of NAO, 1999- Investigation against Barkat Honorary Secretary, Amin Muhammad, Honorary Treasurer, Karimabad Ismailia Multipurpose Cooperative Society Ltd and others.

Letter said this Bureau is conducting subject investigation against accused persons involved in offence(s) of corruption and corrupt practices which is cognizable under section 9 (a), punishable under section 10 of National Accountability Ordinance 1999 and schedule thereto. It referred to Section 23(a) of National Accountability Ordinance, 1999 for avoidance of transfer of property.

Director General NAB had requested to place caution on shops/flats of Karimabad Ismailia Multipurpose Cooperative Society, Plot ST-2, Block -3, Scheme 16, and Federal B' Area so as to prohibit sale, transfer, change title or creation of any right/charge upon above said property. And said confirmation to effect be intimated to Sarwer Ahmed Khan, Assistant Director/IO, IW-I, NAB Karachi, 197/5, PRCS Building, Dr. Daudpota Road, Cantonment Karachi on January 30, 2018, through Mukhtiarkar concerned.

After about three years Director General, NAB Karachi on December 23, 2020 was addressed by Administrator for Karimabad Ismailia Multipurpose Cooperative Society Ltd. ST2, Karachi who informed that government of Sindh, co-operative department has issued directives to hold election of society and for purpose membership list of society is to be updated.    

Administrator mentioned that there were various cases of transfer of membership of apartments/shops' pending before society as such it is requested to inform society if there is any ban/restriction from NAB authorities on transfer. If no ban is imposed, society shall allow transfer in order to update membership list to hold election, letter concluded.

On March 5, 2021 Registrar Cooperative Societies Sindh informed Administrator Karimabad Society that competent authority has been pleased to direct scheduled election of society till lifting of ban/caution from NAB Karachi for transfer flats/shops of society. You are therefore directed to postpone/cancel election of society scheduled to be held on March 7, 2021 till further order under intimation to this office.

However, same office of Registrar Cooperative Societies Sindh held elections of Karimabad Society in year 2023 and again on May 26, 2024, sources added.
