Registrar Cooperative Societies failed to handle Karimabad Society crisis

KARACHI: The Registrar Cooperative Societies Sindh Muhammad Hussain appointed two inquiry officers, Ali Hyder Abro Assistant Registrar Cooperative Societies-V, Karachi, along with Mansoor Ahmed Jatoi Assistant Registrar Cooperative Societies for enquiry under section 55(i) of the Sindh Cooperative Societies Act 2020. They were ordered to hold enquiry into the Constitution, working and financial condition of the Karimabad Ismailia Multipurpose Cooperative Society Ltd. Karachi vide order no. RCS/KYC/209/2024 dated 14-02-2024 for the period from 9-05-2023 till to date. They were directed to conduct the enquiry and submit its report within a period of thirty days of the date of this order.
However, the enquiry report was never been prepared or submitted even after lapse of about seven months, informed sources disclosed. Both the above-referred inquiry officers were bribed by culprits illegally ruling the managing committee of KIMCSL, the sources claimed.
According to detail Malik Mahedi Mohammad elected Chairman of Karimabad Ismailia Multipurpose Cooperative Society Limited ST-2 (KIMCSL) addressed a letter on 13 March 2024 to Registrar, Cooperative Societies, Sindh, regarding Inquiry Officer's failure to proceed of the inquiry specifically to approach the chairman (KIMCSL) for crucial information.
As time passed without vital input from the chairman (KIMSCL), ability to conduct a thorough and fair investigation was compromised. The information and insights he held were crucial for Society (KIMSCL) to proceed effectively and make informed decisions, Malik Mahedi wrote.
As a Chairman, I believe it is my collective responsibility to ensure that all necessary avenues are explored to gather accurate and comprehensive data for the inquiry. “However, I was dismayed to learn that the appointed officer's did not make an effort to approach the Chairman, for vital insights into the matter at hand. I being a pivotal figure in this context hold valuable information that could significantly contribute to understanding of the situation. By not seeking the input by overlooking critical details could impact the outcome of investigation,” he said.
Earlier, Malik Mahedi had submitted on 10-10-2023 to the Registrar that he was elected vide General Election of society which were held on 07-05-2023. Soon after elected he observed that the General Secretary Imran Arwan and Vice Chairperson of Society namely Ms. Gulshan Aziz by conspiracy and malafide intentions, and ulterior motives were misusing their powers delegated to them under the bye-laws while assigned different work to the local contractors, duties, special and general task. They were operating the account No.0031030067185015 running at Micro Finance Bank Limited Karimabad Branch, Karachi while an informatory copy was submitted vide letter no. KIMCSL/128/2023 dated: 10-05-2023.
They were appointing persons on different positions without any consultation, intimation, permission of Chairman for which they were legally and morally bound to obtain permission and such acts of both the office-bearers were against the interest, welfare of the society and residence. Not only this, both were calling un-authorized person in general and corner meetings in absence of Chairman without obtaining permission. They were also operating the official account and being the Chairman of Society he felt apprehension that the accounts may be operated for any illegal means & manner. He found that despite presence of Chairman the Vice Chairperson was using unauthorized powers by signing on behalf of Chairman on different charters which was totally against the interest of the society.
