‘Police, tender contracting, judiciary, education most corrupt sectors considered by people in Transparency I’ntl survey’

KARACHI: National Corruption Perception Survey 2022 revealed that at national level, police remains most corrupt sector, tendering and contracting was seen as 2nd most corrupt, judiciary 3rd most corrupt while education has climbed to become 4th most corrupt since last NCPS 2021. This survey is perception of general public on important governance issues.
This has been disclosed in latest National Corruption Perception Survey NCPS 2002 conducted by Transparency International Pakistan. NCPS 2022 comprises perception of levels and frequency of corruption perceived by Pakistani citizens. TI Pakistan conducted National Corruption Perception Survey 2022 through its partner organisations in all four provinces from October 13, 2022 to October 31, 2022 with 1,600 respondents (400 respondents from each Province). NCPS 2022 presents both provincial and national-level analyses of results. National-level results are calculated by taking an average of provincial results on each question.
Provincial breakdown of three most corrupt sectors reveals that in Sindh, Education remained most corrupt sector, Police was seen as 2nd most corrupt while tendering and contracting 3rd most corrupt.
In Punjab, police remained most corrupt sector, Tendering and contracting were seen as 2nd most corrupt, while judiciary 3rd most corrupt. In Khyber Pakhtunkhwa judiciary remained most corrupt sector, Tendering and contracting was seen as 2nd most corrupt, while police 3rd most corrupt. In Balochistan, tendering and contracting remained most corrupt sector, police was seen as 2nd most corrupt while judiciary 3rd most corrupt. At national level, vast majority of 45 percent of people considered anti-corruption institutions’ role as “ineffective” in curbing corruption in Pakistan. In Sindh, 35 percent of Pakistanis considered National Accountability Bureau’s role as effective in curbing corruption. In Punjab (31pc, KP (61pc) and Balochistan (58pc) Pakistanis considered role of “none of anti-corruption institutions” to be effective in curbing corruption in Pakistan.
At national level, Pakistanis continued to believe that corruption in public service delivery is high. According to citizens, three most corrupt public services for which people have to pay bribes are contracts of roads (40pc), access to uninterrupted electricity (28pc) and access to clean drinking water (17pc). In Sindh, Punjab and Balochistan, maintenance of roads top list of public service delivery perceived by citizens to be most corrupt. While in KP, majority of citizens (47pc) consider access to uninterrupted electricity to be most corrupt public service delivery.
At national level, three most important causes of corruption, according to NCPS 2022 are delayed decisions in corruption cases (31pc), use of state institutions by governments for their personal gain (26pc) and Incompetence of government (19pc). In Sindh (43pc) and Punjab (29pc) citizens consider “Use of state institutions by governments for their personal gain” as most potent reason for corruption in Pakistan. While KP (43pc) and Balochistan (32pc) consider “Delay in decisions of corruption cases” as main reason for corruption in Pakistan. As measures to curb corruption, 33 percent of Pakistanis at national level say corruption should be punishable by life imprisonment, 28 percent says all government officials, politicians, military officers, judges, etc. In Sindh, 39 percent of citizens believe that in order to curb corruption, corruption cases should be heard in NAB, FIA and Anti-Corruption courts on daily basis and decided in 6 months. In Punjab (32pc) and KP (38pc) citizens feel that corruption should be punishable by life imprisonment in order to combat corruption.
