PM, Power Minister must disclose contracts with K-E, IPPs: TTA lawyer

 KARACHI: As an addendum to pending complaint in Supreme Court by Transparency International Pakistan, Hashmat Habib President Tehreek-e-Tahaffuz-e-Adlia (TTA) pointed out that it is very shameful in country like Pakistan one of DISCOs like K-Electric Company having government shares arbitrarily and illegally disconnected residential electric connection since last one year while innocent consumer Aneel Mumtaz has already over paid more than three lac rupees to utility. He said this is an open fraud with nation as this fact come to our knowledge through social media videos and podcast by ‘Monitor’ in which affected consumer disclosed that bosses of K-Electric have threatened that his connection would not be restored even on orders of Prime Minister and President. 

He said according to information this is not single case, there are many more examples of such high handedness by DISCOs all over country but officials of Ministry of Power and other law enforcement agencies yet not moved against this lawlessness amazingly even after knocking their doors.             Video disclosed that Aneel Mumtaz has been punished by organs of bureaucracy just because of exposing largest power scandal of history in country that involves NEPRA, Ministry officials, IPPs and DISCOs including K-Electric etc.  Aneel disclosed that K-Electric was each month fraudulently billing and collecting amounts from power consumers for more than 30,000 MW. It has illegally sanctioned load of 15,241 MW to consumers while it was producing just less than 2,200 MW of energy but falsely claiming production capacity of 3,500 MW which was not true according to ground realities. That’s why majority of consumers were facing load shedding up to 10 to 12 hours round clock.    Aneel unearthed another scandal that there were total number of 323 IPPs registered by NEPRA whom were not producing enough electricity as per their announced capacities and contracts signed with government but even than were being paid indiscriminately. Hence, amount of circular debt had crossed over Rs 3,000 billion which is cruel joke with already heavily debited nation while consumers were regularly paying all monthly over-taxed bills and over-loaded tariff.      We urge Minister of Power and Prime Minister to urgently restore year-long disconnected power connection of Aneel. They should publicly disclose all hidden details about IPP numbers, tariffs, periodicity and mode of payments under contracts with IPPs. How much amounts were paid so far and how much remained to be paid. Government should immediately audit accounts of IPPs, K-Electric and other DISCOs. There should be special and instant audit of exorbitant tariffs being charged unjustly at rate of Rs 345 and Rs 491 per unit etc. while XWDISCOs rate of production is Rs 9 per unit only, Hashmat Habib concluded.
