KARACHI: FIA Anti Human Trafficking Circle Karachi on August 4, 2022 addressed a letter to Director Administration NICVD and inquired whether Dr. Nadeem Qamar was a permanent employee of NICVD and performing his duties as NICVD Executive Director, if so then provide his date of appointment with BPS.  

Further asked whether Dr. Nadeem Qamar had obtained NOC from department (NICVD) to date from date of his appointment for foreign travel. Did he obtain Ex-Pakistan leave to visit abroad? What was present status of Dr. Nadeem Qamar as to whether he remained in job in NICVD or otherwise?

According to informed sources Director General of Federal Investigation Agency had received complaint that despite being on bail and under investigation, Dr. Nadeem Qamar had traveled to London via Emirates Airline on May 29, 2022 at midnight on his private passport No.AH-4221083 with expiry date of March 9, 2025 and CNIC-42301-2659108-7. He did not show himself as government officer, which is against law.  Dr. Nadeem Qamar and his allies were involved in severe embezzlement, misappropriation, misuse of power and rampant corruption in National Institute of Cardiovascular Diseases. NAB had completed inquiry against widespread mega corruption in NICVD and case was under investigation/reference.

Therefore, he was stopped from going abroad on May 21, 2022, by order of an accountability court. Court restrained him from leaving country without seeking prior permission from court. But he had gone abroad in his private capacity against court order.  Sources disclosed that Dr. Nadeem Qamar was a frequent traveller and had about 35 visits on his personal/private passport since 2015, which is void of his occupation of government officer without seeking NOC from competent authority which was a pre-requisite for any officer before leaving country.
