‘NEPRA instead of regulating, patronises K-Electric in corruption’

KARACHI: “National Electric Power Regulatory Authority (NEPRA) is vigilantly monitoring situation and continuously issuing directions to KE to take all possible measures to provide its consumers secured, continuous and reliable electric supply and it shall not carry out any load shedding or prolonged power supply suspension prohibited in terms of NEPRA Act, rules, regulations and other applicable documents.”

NEPRA Advisor, Consumer Affairs Department Abid Hussain on April 10, 2023 while replying to complaint against K-Electric Limited by Danish Rauf regarding frequent load shedding in Karachi informed complainant that NEPRA Authority took notice of excessive load shedding carried out by KE in its service territory.

NEPRA vide letter January 28, 2022 and September 6, 2022 directed KE to avoid excessive load shedding in its service territory and take immediate steps to avoid AT&C based load shedding which is completely in violation of NEPRA Performance Standards (Distribution) Rules, 2005.

Further KE was directed vide letter August 16, 2022 to carry out load shedding at PMT level instead of feeder level basis through remote disconnection/reconnection of power supply as KE itself has reported that it has installed around fifty thousand meters on its all PMTs.

Abid Hussain stated that keeping in view non-serious attitude of KE to avoid such undue load shedding, legal proceedings have been initiated and accordingly an Explanation Notice was served to KE on January 3, 2023. Hearing in matter has also been held on March 1, 2023. Submission of KE is being examined and proceedings are under process. Once proceedings are finalised, outcome of same will be shared.

Contents of above letter have been disclosed by Aneel Mumtaz, Associate Engineer (Electrical) in his Volume-70 against mass corruptions by K-Electric Company Limited and its patrons in NEPRA released on October 2, 2023 that is well documented regarding various frauds of KE Company after his earlier Volume-69 September 18, 2023.

Replying to queries from Daily National Courier, Aneel Mumtaz pointed out that in accordance with said letter NEPRA disclosed that it has been pursuing against excessive load shedding carried out by KE in its service territory since January 28, 2022 and September 6, 2022 by directing KE to avoid excessive load shedding in its service territory.  Similarly, NEPRA directed KE vide letter August 16, 2022 to carry out load shedding at PMT level instead of feeder level but even after lapse of more than one year KE Company has not accepted NEPRA order to carry out load shedding at PMT level.

Another fraudulent discovery made by Aneel Mumtaz is KE itself has reported that it has installed around fifty thousand meters on its all PMTs, while total number of PMTs are not more than 30,771 according to its own and NEPRA statistics, then where remaining more than 19,000 meters had gone?
