‘NA Special Committee issues show cause notice against Chairman KPT, DG CAA’

KARACHI: Special Committee on affected employees established by National Assembly in its previous meeting recommended moving Privilege Motion against Chairman KPT and Director General of Civil Aviation Authority Flt. Lt. (retd.) Khaqan Murtaza for failure to comply with directions of Committee regarding issue of 2,600 employees of CAA across country. 

Committee reiterated its previous recommendations regarding 2,600 employees under Thakedari System of CAA. It was also directed to Secretary CAA to withdraw orders of January 16, 2023 and January 10, 2023 immediately and release salary of all these employees within three days but Authority did not execute orders.

13 member Special Committee under chairmanship of MNA Qadir Khan Mandokhail directed CAA to provide complete detail and profile of new contracting company, along with its legal documentation regarding registration with SECP etc.  National Assembly Secretariat had issued letter on January 21, 2023 on directions/recommendations of Special Committee on affected employees of CAA, to be implemented within three days but even after lapse of more than two weeks none of action was taken by government authorities. 

Committee in its meeting held on January 19, 2023 also directed Establishment Division to circulate rules to all ministries wherein reportedly it was incorporated that, all secretaries are empowered without specific/prior approval from Establishment Division to regulate services of employees from (BS-1 to BS-19) of their ministries.

Committee observed with grave concern that in previous meetings Chairman KPT committed to reinstate Muhammad Ali who was admittedly terminated on allegation of corruption but now it was stated that summery for seeking guidance to implement directions had been moved to concerned ministry.

On perusal of that summery it was observed that list of new allegations had been mentioned against that employee that was contrary to previous record and statements submitted before Committee. It was noticed by Committee that wording used by department in summery was unwarranted which amounts to breach of Privilege of Committee. Hence Committee directed to move Privilege Motion against author of summary namely Akram A.G. Secretary for using such language and placing wrong facts before Committee.

It was directed to issue show cause notice to Chairman Karachi Port Trust with direction to submit implementation report regarding reinstatement of Muhammad Ali along with all benefits.
