Leghari calls for adoption of energy conservation code nationwide

ISLAMABAD: Federal Minister for Energy (Power Division) Sardar Awais Ahmed Khan Leghari has called for the immediate implementation of the Energy Conservation Building Code 2023 (ECBC-2023) across Pakistan.
In a series of letters sent to all Chief Ministers, the Prime Minister of Azad Jammu and Kashmir (AJK), and Federal Ministers for Planning and Science and Technology, Leghari stressed the importance of incorporating the ECBC-2023 into the relevant building laws within their jurisdictions. The Federal Minister highlighted that the efficient utilization of energy in buildings is crucial for reducing wastage and lowering electricity bills for consumers. He emphasized that the inefficiency in energy use in buildings is a significant factor contributing to high utility costs. In peak summer months, when the power demand surges for about 60 to 80 hours, the Power Sector must maintain several idle power plants, resulting in high operational costs that are reflected in overall electricity tariffs. Leghari pointed out that implementing the ECBC-2023 will contribute to better energy efficiency, allowing the Power Sector to reduce unnecessary operational costs and optimize energy consumption, especially during peak load periods. The federal minister also noted that energy-efficient buildings would significantly help conserve natural gas by reducing the need for heating during the winter months. As part of a comprehensive approach to enhancing energy efficiency, the Federal Minister proposed a two-pronged strategy for the implementation of the ECBC-2023.
The first step involves revising existing by-laws through the relevant development authorities, building control authorities, municipalities, and local governments to incorporate the provisions of the new code. The second recommendation is to integrate the ECBC-2023 into the Annual Development Programs for public sector infrastructure development, ensuring its application across government projects. Leghari expressed confidence that implementing the ECBC-2023 will lower operational costs and foster sustainable development in the building sector. He referenced the approval of the ECBC-2023 by both the Federal Cabinet and the National Economic Council (NEC), which now makes the code available for public use. The National Energy Efficiency and Conservation Authority (NEECA) has made the full text of the Energy Conservation Building Code 2023 accessible on its official website, encouraging the public and relevant stakeholders to access and use the resource for advancing sustainability efforts across the country. The Minister concluded his letter by stressing the importance of this collective effort in achieving sustainable growth and economic benefits through energy efficiency in the building sector, underscoring its potential for long-term positive impacts on both the economy and the environment.
