Karimabad Society residents' SOS to CM Baqar, Governor Sindh

KARACHI: The bunch of illegally occupying, unlawful membership of Karimabad Ismailia Multipurpose Cooperative Society Limited (KIMCSL) Administration Committee have announced to build new flats in the Society, while the legal residents have blown the whistle against this scam.

The dwellers said that this is another episode of corrupt practices to grab open plots on society land and misappropriate their funds, which is highly condemned. Society members have appealed to the Caretaker Chief Minister and Governor Sindh to take cognizance of this serious scandal being run with connivance of the corrupt officials of the Registrar of Societies Office, Government of Sindh.

Informed sources disclosed that Karimabad Ismailia Multipurpose Cooperative Society Limited (KIMCSL) was emerged in 1960 under Societies Act Rules. Ismailia Charitable Trust (ICT) was entrusted with responsibility of project. In 1992 this deed changed and project was handed over to society dwellers on gift deed. From then till today 425 flats were handed over to purchasers after completion. Under the original plan 680 flats were to be constructed but the unscrupulous elements occupying the “Committee” constructed 750 flats till 2014.

They deprived about 209 genuine investors of their due rights to own the flats as dwellers. Their flats were sold to outsiders instead of genuine investors who invested money for acquiring flat but now running from pillar to post for ownership rights. The corrupt administrators also built some 200 shops but the amounts collected from those shops were never disclosed neither it was deposited into the official bank account of Society.

Another blunder has been pointed out that the ‘Committee culprits’ did not obtain the Completion Certificate from concerned authorities. There is also no verified society’s bank account that show genuine buyers’ name. There are two groups in the name of ‘Action Panel’ in opposition and ‘United Penal’ which is currently looking after business of society at loggerhead with each other. It is evident from the fact that even completion certificate obtaining from SBCA which is mandatory for builder is not obtained, as involved people did not comply with rules and regulations of Society and SBCA as well, the sources maintained.

It is further disclosed that a culprit Rafiq s/o Zulfiqar Ali was paid Rs 6.8 million against cash debit voucher for pending bills for installation of new K-E meters in building extensions. But he did not complete the work nor submitted any bills of expenses in this regard. The Committee chairman Malik Mehdi issued a show cause notice in his name by threatening to take legal action against him on 31st May 2023 but he did not turn up till today. The sources disclosed that he had already flown to Malaysia since very long. Similarly, there is another culprit namely Baba Jan who is actually an employee designated as Health Worker of Karachi Water & Sewerage Board appointed in District Malir but since last two decades he is running all affairs of the KIMCSL with the connivance of ‘Committee’ office bearers and corrupt officials of the ‘Societies Registrar’ unlawfully and minting heavy amounts from its accounts.
