KARACHI: The affairs of Karimabad Ismailia Multipurpose Cooperative Society Limited (KIMCSL) with every passing day are going to bad to worse for the residents of Society due to illegal and unconvincing role of the office-holders of Registrar Cooperative Societies, Govt. of Sindh.

In this regard the whistleblower Malik Mehdi, former Chairman of Society has attracted the attention of Director, Sindh Building Control Authority (SBCA) and copy sent to Sindh Chief Minister Murad Ali Shah towards illegal and unauthorized construction of apartments within society premises by its Secretary Imran Arwan Panjwani with patronizing of unscrupulous elements of the Provincial Government Registrar Cooperative Societies Office.

The Secretary KIMCSL in violation of approved plan of Society dated 1998, has illegally continued construction of J, Y and X apartment buildings without any lawful approval of the Sindh Government Departments. This is going to be a biggest financial scandal in millions of rupees with connivance of government officials. Imran Panjwani is illegally and unauthorisedly booking the Flats of 1080 sq.ft at the rate of Rs.25 million each for which he has not obtained any approval of the KIMC Society, neither any NOC from SBCA nor from any other regulators.

Imran just started construction of the apartment buildings through his personal friend Haris Ahmed, the owner of A.H. Constructors Building & Development Company. This company is neither registered with SECP, nor is the member of Association of Builders & Developers (ABAD) and even not registered with Pakistan Engineering Council (PEC), while this construction is not in the knowledge of local government nor permitted by Dy. Commissioner Central Karachi, Malik Mehdi said.

He even not announced or exhibited approved site plan, cost of project and completion date. The original approved plan in 1998 was of four floors only, but Secretary Imran Arwan who has already ousted the elected Chairman of Society, in attempt to making big money is going to construct 6 (six) to 8 (eight) stories Flat Complex without any approval of the relevant authorities and government bodies. This unapproved, illegal and unspecified construction by an unauthorized and unknown builder might prove dangerous and demolished before its completion by sinking millions of rupees collected from the future owners who have already paid installments in advance for booking of the Flats.

The perversion by Secretary Imran Arwan Panjwani could be assessed from an earlier scandal and fraud of 13th June 2024 when he had invited the Advisor to Chief Minister Sindh for Cooperative Departments Ehsan ur Rehman Mazari as chief guest at KIMCSL and distributed fake allotment letters through his hands just for video recording and photo session while on ground there was not even a single Flat available or handed over to the so called allottees.
