Karimabad Ismailia Society agitates hopeless character of Registrar societies Sindh

KARACHI: Sindh High Court (SHC) last month restrained the secretary of the Sindh cooperative department and registrar of cooperative societies from appointing any private individual or any person “who lacks appropriate qualifications or expertise” as administrator/ in charge of any housing society.

The Sindh High Court division bench while hearing a case said the state of affairs in the province of Sindh with regard to cooperative housing societies is both appalling and alarming. Society after society has been hungrily and recklessly superseded, with personal favorites being appointed as administrators/ in-charge over them, who, except for being obedient and subservient to their appointing authority, have absolutely no other qualifications or expertise to manage the complex affairs of such entities. The appointment of private individuals with little or no education as administrators/ in-charge is astonishing, it added.

The bench, comprising Justice Zafar Ahmed Rajput and Justice Sana Akram Minhas, also directed them to file details about the total number of cooperative societies set up across Sindh, societies administration superseded, criteria/ selection process used for appointing administrators/ in-charges and financial audit reports carried out during the tenures of the administrators of the superseded societies within 15 days.

With reference to above status M/s: Karimabad Ismailia Society members' SOS to Sindh Govt against high handedness of Registrar Office published on 20 June 2023 by daily National Courier Karachi had gone un-noticed by the authorities. Karimabad Ismailia Multipurpose Cooperative Society Limited (KIMCSL) ST2 finds itself embroiled in controversy once again as allegations of members' rights violations has once again surfaced against Committee in question.

Members of KIMCSL ST2 have consistently expressed their concerns and objections regarding Committee's conduct with connivance of the corrupt officials of the Registrar Societies Sindh. Committee's actions involving millions of rupees collected from Society Members not only undermine principles of transparency and fairness but also erode trust and confidence among society's members.

The members of Society are agitating that corrupt officials of the Committee have announced to hold 9th AGM of the society on 28-12-2024 for approval of two years’ accounts of the society but no copy of those accounts are provided with agenda. Similarly, no names of internal auditors are disclosed for their appointments. It has also wanted to discuss about the revision of 1998 Building Plan of the society but no document is distributed to members to study its proposals. Except one single page of AGM Notice there is no other documents of agenda are issued to the General Body Members which is the clear violation of AGM rules and regulations but Registrar Societies is not considering to hear the objections they raised against this unlawful situation, the members of the Society disclosed.
