Corrupt Registrar violates NAB instructions and Sindh High Court Order

KARACHI: Members of Karimabad Ismailia Multipurpose Cooperative Society Ltd (KIMCSL) have alleged that through palm greasing secret deal with former Registrar Sindh Cooperative Societies Zameer Ahmed Abbasi the incumbent Secretary of the Society was reinstalled under recent elections held on Sunday 26th May 2024. 

Informed sources disclosed that members of the Society have urged new Registrar to immediately take action as per law against Imran Arwan Panjwani who had committed a clear fraud by misrepresenting himself as member/ flat holder under Cooperative Societies Act 2020 (24) in 2020. The Registrar’s appointed Inspector/ Administrator for KIMCSL Muhammad Usman Khaskhaily had earlier illegally approved his nomination for the post of Secretary in 2023 too.

They alleged that there was tampering of the member's list by Secretary Imran Arwan Panjwani who misled the committee under false pretenses in connivance with some officers of the Registrar office in 2023 election. Imran Arwan Panjwani was not the Flat Holder/ Member as per Cooperative Societies Act 2020 section 24 who had previously got his nomination approved under the same pretenses in connivance with Deputy Registrar Sajid Abdul Karim Surahiyo and Muhammad Usman Khaskhaily all on record and again in election 2023 in which Sajid Abdul Karim Surahiyo was also involved. 

The sources disclosed that National Accountability Bureau (NAB) Karachi had informed Deputy Commissioner Central, Karachi vide its letter dated 26 January 2018 that the Bureau was conducting investigation against Barkat Ali, Secretary and Amin Muhammad Treasurer & others of KIMCSL. Therefore, sale, transfer, change of title, or creation of any right/ charge upon the said property was prohibited. Copies of NABs letter were dispatched to all concerned departments and the law enforcement agencies in Karachi which were ranging up to ten in numbers.       

Most interesting fact is that this prohibition was already mentioned by Registrar Cooperative Societies in his instructions on 9 February 2023 issued to Jahanzeb Baloch Cooperative Inspector-1 who was nominated as Election Officer. At that time Muhammad Hussain was working a Registrar Cooperative Societies. He wrote that the election for the post of Chairman, Hon: Secretary, Hon: Treasurer and 5 Directors will be held immediately/ without delay on the basis of membership list as already been finalized by the Nazir of High Court of Sindh in the year 2016. 

However, this order was flouted by Registrar officials and Imran Arwan Panjwani enjoyed full support of Deputy Registrar Sajid Abdul Karim Surahiyo and Assistant Registrar Hasnain Shah. The accounts of the society KIMCSL is still pending since supersession from 2019 to 2023. This is the responsibility of Registrar Office to conduct Audit and present the Account 2023-2024 before the AGM. The elections were held without conducting Annual General Body Meeting and without fixing the accounts which is clear violation of the Cooperative Societies Act, sources concluded.
