Bureaucracy of PIA, CAA, FIA flouting orders of NA Special Committee

KARACHI: Bureaucracy of PIA, CAA and FIA are openly flouting orders of people’s elected representatives of National Assembly and acting on its own by running the affairs as state within state violating Constitution as well as rule of law. 

It could be assessed from fact that National Assembly Secretariat issued letter on January 21, 2023 on directions/recommendations of Special Committee on affected employees of PIA, under chairmanship of MNA, Qadir Khan Mandokhail to be implemented within three days but after lapse of more than ten days, they did not execute even single order.

Committee had observed with grave concern that despite clear notice from National Assembly Secretariat no one from Ministry of Civil Aviation and PIA attended meeting hence Committee directed to issue show cause notice to Saif Anjum, Secretary of Civil Aviation and Amir Hayat CEO PIA for failure to attend meeting held on January 19, 2023.

Committee directed to Secretary, Civil Aviation, CEO PIA and Director General FIA to close investigation and withdraw/quash criminal cases (FIRs) registered against employees on allegation of fake degrees within three days.

They were directed to issue orders for un-freezing bank accounts and also unblocking national identity cards of employees and withdrawing orders for revocation of US Visas of staff members, but none of orders was implemented so far.  Committee also directed to start inquiry proceedings against Athar Hussain, then General Manager of HRM who had issued letter on March 12, 2020 for conversion of degrees.

It was also directed to conduct inquiries against officers who played an instrumental role in such discriminatory treatment toward employees, but no action has been taken.

It was further ordered by Committee to place detailed report about issue of fake degrees of all dismissed employees before Committee along with CAA policy at time of their appointment i.e. prior to year 2009, but no progress was done in this regard. 

Committee also ordered to issue show cause notice to Basharat representative of FIA for failure to assist Committee properly and for attending meeting without preparation and answer about previous directions regarding issue of absorption of four employees as well as direction regarding not to arrest employees nominated in Criminal cases on allegation of fake degrees hence Committee once again directed DG FIA to implement same and submit report before Committee, but status quo is maintained without any indication of execution, informed sources disclosed.
